The winter transfer period has often seen less activity compared to the summer window since its introduction for the 2002/03 season.

The January transfer window, implemented for the 2002/03 Premier League season, replaced a system allowing player movements until March. This mid-season opportunity has historically been quieter than the summer window. Clubs often conduct major business during the longer summer period.

Spending levels in January have varied. The 2023 winter window saw a record £815 million spent by Premier League clubs, notably driven by Chelsea's activity. However, the 2024 window was one of the quietest on record, with Premier League clubs spending only £55 million.

The 2025 January window recorded approximately £400 million in expenditure, exceeding 2024 but remaining significantly below the 2023 peak. Profit and Sustainability Rules have influenced clubs' caution in recent years. Clubs are often reluctant to sell key players mid-season, contributing to a generally flatter market.
